Government bodies, public establishments and agencies, state-owned enterprises, local authorities: the public sector manages other people’s money. Every commitment, every contract, every payment must be authorised, traced and justifiable. S/4HANA provides that framework, provided it is designed for budgetary rules and public procurement, in Morocco as in the countries of French-speaking Africa.
The problem
The rule is known. The system does not always carry it.
In many institutions, the budget lives in one tool, accounting in another, contracts in files, payroll in a separate system. The expenditure chain — commitment, validation, payment order, payment — is reconstructed by hand, and accountability becomes a year-end exercise rather than a permanent state. State-owned enterprises also combine the requirements of a manufacturer with those of an operator under supervisory authority.
The 2027 end-of-maintenance deadline for SAP ECC also concerns these organisations, often with longer decision cycles. Hence the importance of scoping early, with a scenario that can be defended before the supervisory authority and the control bodies.
